The Small and Medium Enterprise Agency has selected 300 SMEs and small businesses that are active in various fields, such as improving productivity through the introduction of IT services and effective utilization of management resources, actively expanding overseas and capturing inbound demand, utilizing diverse human resources and smooth business succession, as "300 Thriving SMEs and Small Businesses." They have also selected 30 Thriving Shopping Streets that are contributing to the revitalization of shopping streets and regional development as a foundation for supporting local life through creative initiatives that understand the characteristics and needs of the region. The design of the plaque awarded to the selected SMEs and shopping streets is a fusion of the tortoise shell pattern, which embodies a wish for longevity, and the diamond-shaped rice cake pattern, which is the original pattern of the diamond-shaped rice cakes eaten during the Hina Matsuri (Girls' Festival), which is a prayer for healthy growth. This pattern is applied using Edo Kiriko glasswork, expressing a wish for long-lasting development. Hirota Glass Co., Ltd. was in charge of making the Edo Kiriko plate, and woodworker Erima Kawada was in charge of making the wooden base.

中小企業庁が、ITサービス導入や経営資源の有効活用等による生産性向上、積極的な海外展開やインバウンド需要の取込み、多様な人材活用や円滑な事業承継など、様々な分野で活躍している中小企業・小規模事業者を「はばたく中小企業・小規模事業者300社」として、また、地域の特性・ニーズを把握し創意工夫を凝らした取組により、地域の暮らしを支える生活基盤として商店街の活性化や地域の発展に貢献している商店街を「はばたく商店街30選」として選定。選定された中小企業、商店街へ授与される盾のデザイン。長寿への願いが籠められた亀甲紋と立派に成長していくことを祈願した雛祭りの菱餅の元の文様である菱持を融合した文様を江戸切子にて施し、末長い発展への願いを込めています。江戸切子のプレートを廣田硝子株式会社、木製ベースを木工作家・川田えりま氏が制作を担当しました。
